I think one possible reason why the first is more “creepy” than the second is the possibility of physical harm: The present danger of harassment or even rape.
Although both are driven by the same sentiments (outspoken, not-too-hidden lust), the second is more accepted socially because the woman is shielded from the potential physical manifestation of that lust.
Ah but you missed the point. My point was that in the second one, she WANTS the attention. Also, it’s a comic, so it’s supposed to be a little exaggerated

My guess: The first way is creepy simply because it’s said in a moment and then lost; the second way is written, so it may be seen by everyone (especially by EXs and friends, so causing her to feel more powerful.

well the answer is pretty simple, women want to feel sexy and attractive, but they don’t want men they aren’t attracted to drooling over them. you see the same stuff in highschool (i have 3 sisters, i noticed this with both of my younger ones). on the net people are faceless entities, not real people, therefore stating you find them sexy doesn’t infer (somehow) that you are drooling over them, or that you are some unattractive individual (even if you are). also you are stating that at a picture of them, not themselves (a disconnect), if a woman had a picture of herself in a bikini in her house while a party was going on and someone said those things to the picture it would be better (you still have the physical presence, and thus looks).
that whole what a woman finds acceptable and when is a strange subject that predates social media, just look at major sexual harassment cases in america since its inception (not saying that the law is wrong, just that it highlights weird stuff with ‘woman’s’ perception of acceptable prior to social media).
